Fosters > End nears for using N.H. highway tokens
As tokens come into the tolls now, they are seized and stockpiled in 'an undisclosed location.' Transportation Commissioner Carol Murray said she's keeping the location of the 9.5 million cache of tokens secret because they are still worth a pass through the toll plazas and she doesn't want anyone trying to loot the stash.

I think the "undisclosed location" is just a cover-up for the fact that she doesn't know what happened to them. Imagine... Carol: "Hey, what are we going to do with these old tokens?"
Staff member: "Don't you worry your pretty little head, Carol. I'll take care of them. You worry about whether or not we bought enough salt this winter".
